Amends the Illinois Human Rights Act to expand the types of relief available to plaintiffs who prove civil rights violations

Allows plaintiffs to recover all forms of relief available in tort actions, including damages for emotional distress, pain and suffering, and loss of a normal life

Authorizes the Human Rights Commission to award punitive damages to complainants in civil rights cases

Expands the existing "make whole" remedy beyond just interest on actual damages and back pay to include broader compensatory relief
