Increases the annual bond issuance limit for the Metropolitan Water Reclamation District from $150,000,000 to $250,000,000 per budget year

Authorizes bonds for sewage treatment works, water quality improvements, flood control facilities, distributed renewable energy generation devices, and related infrastructure projects

Permits bond issuance up to 3.35% of the equalized assessed valuation of taxable property within the sanitary district, with authority extending through December 31, 2034

Allows unused bond authorization from the previous 3 budget years to carry forward and be added to the current year's limit

Maintains existing exceptions to annual limits for refunding bonds, Water Pollution Control Revolving Fund repayments, and Build America Bonds issued before January 1, 2011
