Amends the Child Care Act of 1969 to expand the exemption from day care center licensing requirements to include programs offered by arboretums, in addition to park districts and other civic, charitable, or governmental organizations

Removes the requirement that special activities programs (athletics, recreation, crafts) be conducted on an "organized and" periodic basis, simplifying the language to just "a periodic basis"

Requires arboretums offering exempt special activities programs to conduct background investigations on employees pursuant to the Child Care Act, similar to existing requirements for park districts

Exempt programs must still serve children age 3 or older, meet for no more than 3.5 continuous hours at a time, and operate no more than 25 hours per week
