Amends the Lobbyist Registration Act to waive the $300 annual lobbyist registration fee for not-for-profit organizations classified as tax-exempt under Section 501(c)(3) of the Internal Revenue Code

Eligibility for the fee waiver is limited to 501(c)(3) organizations with an annual budget of less than $5,000,000

The fee waiver also applies to any lobbyist who exclusively lobbies on behalf of a qualifying 501(c)(3) organization

The Secretary of State is directed to grant these waivers to eligible entities and their exclusive lobbyists
