Expands the definition of "public works" under the Prevailing Wage Act to include federal construction projects administered or controlled by a public body, provided the state prevailing wage rate equals or exceeds the federal prevailing wage determination for the same locality and construction type

Creates an exception to the existing exemption for federal construction projects from state prevailing wage requirements, allowing Illinois prevailing wage rules to apply when state rates are higher than federal rates

Maintains existing prevailing wage protections for workers on public works projects, including the right to sue for wage differences, attorney's fees, and punitive damages of 2% per month for underpayments

Preserves penalties for contractors found liable for underpayments, including 20% liability to the Department of Labor for first violations and 50% for subsequent violations

Takes effect July 1, 2025
