Prohibits healthcare providers from requiring insured patients to pay more than their estimated cost share, copayment, or deductible upfront before receiving medical, dental, or eye care services

Applies to patients covered under accident and health insurance policies, dental plans, or vision care plans

Only covers services that are typically covered under the patient's insurance policy, dental plan, or vision care plan

Amends the Medical Patient Rights Act by adding a new Section 3.5 addressing up-front payment requirements for insured individuals
