Creates the Air Quality Enforcement and Mitigation Fund as a special fund in the State treasury, protected from sweeps or transfers to other state funds

Allocates 30% of Fund moneys for Illinois EPA staffing and functions benefiting environmental protection communities, including air pollution mitigation, increased air monitoring, compliance improvement, and training for regulators and prosecutors

Allocates 70% of Fund moneys for grants through the Air Quality Community Impact Grant Program to nonprofit entities, local health departments, local environmental departments, and school districts in communities affected by Environmental Protection Act violations

Grant purposes include vegetative buffering, residential property buyouts, air filter installation in homes and schools, diesel engine retrofits, health impact assessments, and education/training programs for community residents

Requires the EPA to develop a process (in collaboration with environmental interest groups) to identify "environmental protection communities" using tools like EJSCREEN, with community engagement and census block data, and to publish annual reports on grant awards
