Requires the Secretary of State to conduct a study on the affordability and availability of statutorily mandated automobile insurance in Illinois by January 1, 2026

Study must examine whether the use of zip codes, credit scores, and age in insurance ratemaking results in inequitable rates for certain populations

Secretary of State may utilize external data, academic studies, constituent feedback, community leader testimony, and guidance from Illinois-based insurance industry experts

Study should consider statutes and regulations from other states as well as national trends in automobile insurance

Report with recommendations must be submitted to the Governor and General Assembly by January 1, 2026
