Regional Office of Education No. 4 must establish a 3-year pilot alternative learning opportunities program beginning in the 2025-2026 school year, specifically serving students in kindergarten through grade 3

Students in grades K-3 who meet school district enrollment criteria and are at risk of academic failure are eligible to participate in the pilot program

The pilot program must follow all existing rules established for alternative learning opportunities programs

Regional Office of Education No. 4 must submit a report to the General Assembly by March 31, 2028, detailing the program's methodology, student outcomes, comprehensive impact assessment, and framework for future program models
