Amends the Government Zero-Emission Vehicle Act to add new domestic manufacturing requirements for government vehicle purchases

Beginning January 1, 2030, all passenger vehicles purchased or leased by governmental units must be manufactured in the United States by a company headquartered in the United States

Law enforcement vehicles are exempt from both the zero-emission and domestic manufacturing requirements

Builds on existing law requiring government passenger vehicles to be zero-emission (manufactured or converted) starting January 1, 2030
