Increases the speed limit threshold for non-highway vehicle operation from 35 mph to 55 mph on streets where local governments have authorized their use

Allows non-highway vehicles to cross intersections on roads with posted speed limits exceeding 55 mph (previously 35 mph)

Non-highway vehicles covered include all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles

Grants county boards immunity from liability for crashes involving non-highway vehicles on roadways where their use is permitted

Local government authorization and valid driver's license remain required for legal operation on public roadways
