Requires school districts to obtain written parental or guardian consent before students under age 18 can participate in self-report surveys that may reveal personal, protected information

Defines "personal, protected information" as any information related to topics protected under the federal Protection of Pupil Rights Amendment of 1978

Mandates that parents or guardians be given the opportunity to review survey questions electronically or in person before the survey is administered

Prohibits schools from imposing disciplinary action, academic penalties, suspension, expulsion, or any other sanctions on students whose parents refuse to grant consent for survey participation

Takes effect immediately upon becoming law
