Mandates that manufactured home community owners install submeters at their own expense if the community lacks existing submeters, in compliance with Department of Public Health rules and the Illinois Plumbing Code

Designates manufactured home community owners/operators as the water supplier responsible for maintaining the water distribution system, meters, and submeters installed outside and beneath homes within the community

Exempts manufactured home communities that have their own water source, such as a private well, from these requirements
