Prohibits alternative retail electric and gas suppliers from paying commission or incentive-based compensation to individuals engaged in in-person solicitation or telemarketing to residential customers

Requires express written or electronic customer consent at least 30-60 days before contract expiration for automatic contract renewals when the renewed rate would be higher than the current contract rate

Allows electric utilities to file tariffs enabling other electric utilities providing supply service through municipal aggregation programs to issue single bills, purchase receivables, and collect payments for customers in their service territory

Applies to residential and small commercial retail customers of alternative retail electric suppliers and alternative gas suppliers certified by the Illinois Commerce Commission
