Creates the Electric Vehicle Motor Fuel Tax Replacement Fee Act, imposing an annual fee on owners of electric vehicles registered in Illinois beginning July 1, 2025

Fee amount is calculated by multiplying IDOT's budgeted infrastructure spending by the percentage of registered vehicles that are electric, then dividing by the total number of registered electric vehicles

Department of Transportation must certify its annual budget for road, highway, and bridge infrastructure improvements and maintenance to the Department of Revenue by the first day of each fiscal year

Secretary of State must certify to the Department of Revenue by August 1 each year the percentage of motor vehicles that are electric and the total number of registered electric vehicles

Fee proceeds are deposited into the Road Fund, with payment due by November 15 of each fiscal year after notification by the Department of Revenue by October 1
