Amends the State Officials and Employees Ethics Act to allow governmental entities to create an ethics commission as an alternative method to comply with existing ethics requirements

Current law requires governmental entities to adopt ordinances or resolutions regulating political activities of officers and employees, gift solicitation and acceptance, and sexual harassment policies

The new provision gives governmental entities flexibility in how they satisfy ethics requirements under Section 70-5, rather than being limited to only ordinances or resolutions

Applies to all governmental entities including counties, with community college districts already subject to similar requirements since the 95th General Assembly amendments
