Amends the Wildlife Code to specify acceptable forms of evidence for proving land ownership when applying for special deer, turkey, and combination hunting licenses

Establishes three valid forms of land ownership documentation: a current property tax bill showing the hunter as owner, a current Illinois income tax return showing property ownership, or a current USDA Conservation Reserve Program credit award naming the hunter as recipient

Applies to landowner hunting permits issued without charge to Illinois residents who own at least 40 acres and wish to hunt on their own land
