Creates the South Suburban Trauma Center Fund in the State treasury to finance construction of a trauma center located on the border between Calumet City and the Village of Dolton

Imposes a $1 toll surcharge at Plaza 47 from July 1, 2025 through June 30, 2035, with 20% of the surcharge revenue deposited into the South Suburban Trauma Center Fund and 80% retained by the Toll Highway Authority

Directs the Health Facilities and Services Review Board, in consultation with the Department of Public Health, to designate the trauma center location, select the healthcare provider to operate it, and enter into an operational agreement

Requires the Board to determine additional revenue sources needed to maintain the trauma center beyond toll surcharge funding

Takes effect immediately upon becoming law, with the toll surcharge provisions automatically repealing on January 1, 2036
