Amends the Service Member Employment and Reemployment Rights Act to exclude absences for work as a military technician (federal dual-status technician) from the definition of "active service" eligible for employment protections

Redefines "work days" for calculating differential compensation as shifts of up to 24 continuous hours, with shifts exceeding 24 hours counting as an additional work day

Adds "orders in lieu of annual training" as a new defined term, allowing public employees to receive up to 30 days of concurrent full compensation per calendar year for either annual training or orders in lieu of annual training (combined total not to exceed 30 days)

Terminates differential compensation entitlement for public employees absent on voluntary active service for 3 consecutive years, with reinstatement after returning to work for more than 90 calendar days

Clarifies that public employees are not entitled to differential pay for periods of unpaid active service, including travel to/from military orders and rest periods before or after orders
