Allows applicants for clinical psychologist, social worker, marriage and family therapist, music therapist, occupational therapist, and professional counselor licenses to temporarily practice under supervision while their license application is pending with the Department

Requires licensing examinations for clinical psychologists and marriage/family therapists to provide reasonable accommodations for applicants whose primary language is not English, and comply with Section 504 of the Rehabilitation Act and ADA Title II accessibility requirements

Removes "good moral character" requirements from licensure qualifications for clinical social workers, licensed social workers, and music therapists, replacing them with a requirement that applicants have not engaged in conduct constituting grounds for discipline

Establishes formal inactive license status for social workers and professional counselors, allowing them to be excused from renewal fees while inactive, with practice during inactive or lapsed status constituting unlicensed practice

Temporary practice authorization terminates immediately if the Department determines the applicant does not meet licensure requirements, has engaged in disciplinary conduct, or upon issuance of a permanent license
