Creates a student teaching stipend program through the Board of Higher Education providing eligible student teachers up to $10,000 per semester for up to 2 consecutive semesters while completing supervised clinical teaching experiences

Provides eligible cooperating teachers (licensed teachers or those with early childhood credentials matched with student teachers) up to $2,000 per semester for up to 2 consecutive semesters per academic year

Requires cooperating teachers receiving stipends to complete State-approved, evidence-based training covering responsibilities, support practices, and assessment aligned with State educator evaluation requirements

Allows student teachers participating in the program to earn optional creditable service under the Teachers' Retirement System for their student teaching period

Excludes cooperating teacher stipends from the 6% salary increase cap calculations that would otherwise trigger additional employer pension contributions to the Teachers' Retirement System
