Prohibits charter school grants to any organization (or its subsidiaries) that operates a private, parochial, or non-public school or child care facility

Requires charter schools to spend at least 90% of their budget on direct-service costs for students

Mandates that when a charter school closes, all students must be guaranteed a seat at a receiving school and all teachers must be guaranteed a job at a receiving school

Establishes detailed school transition plan requirements including academic/social support services, enrollment options at higher-performing schools, transportation provisions, and specific timeline requirements with at least 60 days between announcement and final decision

Requires at least 3 public comment opportunities (one central hearing plus two community meetings) for any proposed school action, conducted by an independent hearing officer, and extends the moratorium on school closings to include charter school campuses and networks during their contract term
