Expands automated speed enforcement systems in safety zones (near schools and parks) from only Chicago to municipalities in Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties

Requires municipalities to remit $5 from each civil penalty collected through speed cameras to the State Treasurer for deposit into the General Revenue Fund

Mandates the Department of Transportation authorize reinstallation of automated speed enforcement systems within 30 days after construction that removed or disabled the equipment is completed

Civil penalties remain unchanged: up to $50 for speeds 6-10 mph over the limit, up to $100 for speeds more than 10 mph over the limit, with equal additional penalties for late payment
