Establishes daylight saving time as the permanent, year-round standard time for all of Illinois beginning in March 2026

Eliminates the biannual clock changes by removing the requirement to "fall back" one hour on the first Sunday in November

Amends the Time Standardization Act to advance clocks one hour at 2:00 AM on the second Sunday in March 2026, with no subsequent time changes

Removes provisions that required Illinois time changes to comply with federal Uniform Time Act of 1966 scheduling

Applies the new standard time to all state laws, regulations, contracts, public schools, and government institutions
