Addresses financial burden imposed on local law enforcement agencies by Public Act 101-652, which created the body camera requirement without sufficient state funding

Legislative findings state that without state funding, local governments may face layoffs, property tax increases, decreased services, and reduced public safety

Takes effect immediately upon becoming law
