Establishes maximum fees for original licensure across multiple professions: athletic trainers ($100), social workers ($50), clinical social workers ($50), dietitian nutritionists ($50), massage therapists ($100), occupational therapists ($40), pharmacy technicians ($40), veterinary technicians ($50), barbers/cosmetologists/estheticians/hair braiders/nail technicians ($30), and private detectives/alarm contractors/security/fingerprint vendors/locksmiths ($150)

Sets maximum annual renewal fees at 50% of original license fees for most professions (e.g., $50/year for athletic trainers, $25/year for social workers, $20/year for occupational therapists, $15/year for barbers/cosmetologists)

Caps total fees required by the Department of Financial and Professional Regulation to enter any covered profession at no more than double the original license fee

Amends nine separate licensing acts: Illinois Athletic Trainers Practice Act, Clinical Social Work and Social Work Practice Act, Dietitian Nutritionist Practice Act, Massage Therapy Practice Act, Illinois Occupational Therapy Practice Act, Pharmacy Practice Act, Veterinary Medicine and Surgery Practice Act, Barber/Cosmetology/Esthetics/Hair Braiding/Nail Technology Act, and Private Detective/Private Alarm/Private Security/Fingerprint Vendor/Locksmith Act
