Creates a Housing Hardship Program administered by the Illinois Housing Development Authority to provide emergency rental or mortgage assistance to residents at risk of eviction or foreclosure

Provides up to 3 months of assistance or $1,600 per month for 3 months, whichever is less, to eligible applicants regardless of household income

Qualifying hardships include recent divorce, job loss, loss of income, funeral expenses for a spouse or dependent, short-term disability, unpaid medical leave, or substantial medical debt

Applicants may apply once every 2 years and must submit financial affidavits with banking statements; those showing large withdrawals prior to application are disqualified

Priority given to applicants who have never received housing or public assistance, followed by those with fewer prior assistance instances, then by severity of hardship

Establishes the Housing Hardship Program Fund as a special fund in the State treasury to finance the program
