Prohibits dental insurers, dental service plan corporations, managed care dental plans, and point-of-service plans from denying coverage for tooth replacement based on teeth being extracted or lost before the person became covered under the plan

Amends three Illinois statutes: the Illinois Insurance Code, the Dental Care Patient Protection Act, and the Dental Service Plan Act

Applies to both individual and group accident and health insurance policies that provide dental coverage in Illinois

Eliminates the common "missing tooth clause" exclusion that dental insurers use to deny coverage for pre-existing tooth loss
