Amends the State Treasurer Act to reorganize and clarify the list of exceptions where State Comptroller warrants are not required for payments, including mental health service providers, pension beneficiaries, public aid recipients, public agencies, and direct deposit/electronic transfers

Changes the deadline for State agencies to update online public fund investment information from "by the 15th of the month" to "no later than the end of each month"

Requires State agencies to continue publishing monthly investment data including fund balances, investment income and yield, asset allocation, and approved financial institutions

Takes effect immediately upon becoming law
