Transfers administration of the O'Hare Driver Safety Act from the Illinois Toll Highway Authority to the Illinois State Police, giving State Police responsibility for procuring, overseeing, and enforcing automated traffic safety systems near O'Hare International Airport

Expands the definition of "traffic route" to include all routes within the restricted zones that are under the jurisdiction of the Illinois Department of Transportation, not just Toll Highway Authority routes

Requires the Illinois Department of Transportation and Toll Highway Authority to allow installation of automated traffic safety systems on light poles under their jurisdiction, subject to expedited engineering review

Authorizes State Police to procure contracts for implementing the Act with an exemption from most Illinois Procurement Code requirements for one year, while still requiring Chief Procurement Officer approval

Maintains the existing $100 fine for illegal stopping or standing within one-half mile of O'Hare's eastern entrance and the I-90/I-294 intersection, with proceeds deposited into the State Police Law Enforcement Administration Fund
