Amends purse distribution rules for Madison County racetracks, requiring licensees to request at least as many racing dates as conducted in calendar year 2000 to qualify for the 80%/20% split of simulcast and inter-track wagering purse money between thoroughbred/standardbred accounts and the Illinois Colt Stakes Purse Distribution Fund

Allows the Illinois Racing Board to appoint the Director of Mutuels to also serve as the State director of inter-track wagering, consolidating oversight responsibilities

Changes pari-mutuel tax remittance from the Department of Revenue to the Racing Board, and modifies language regarding Quarter Horse Purse Fund distributions from "grants" to "distribution"

Establishes flexible distribution schedules for backstretch charity contributions, allowing the Board to distribute funds based on estimated expenditures rather than requiring distribution by December 31st, with unexpended funds rolling over to the next grant year

Prohibits video gaming licensees from using physical outdoor advertisements or off-premises billboards unless permanently affixed to buildings or pole signs, with a 90-day exemption for newly licensed locations
