Amends the Illinois Controlled Substances Act to require pharmacists to verify positive identification of individuals receiving Schedule II controlled substances if the person is not known to the pharmacist or pharmacy employees

Creates an exception allowing pharmacists to dispense Schedule II substances without positive identification when a delay would be detrimental to the patient, based on the pharmacist's professional judgment

Schedule II controlled substances include narcotic drugs, amphetamines, methamphetamines, and other highly regulated medications with high potential for abuse

Existing law already requires pharmacies to maintain identification policies for controlled substances; this provision adds a specific mandate for Schedule II drugs when the recipient is unknown to pharmacy staff
