Defines "professional breeder" as an entity with more than 5 breeding female dogs that is required to be licensed under the federal Animal Welfare Act and sells offspring to the public, pet stores, or rescue organizations

Allows pet shop operators and dog dealers to sell dogs and cats obtained from animal control facilities, animal shelters, or professional breeders (expanding current law that only permitted sourcing from shelters and animal control)

Requires animal shelters accepting dogs or cats from other shelters or out-of-state facilities to obtain documentation that the animal was not purchased from a breeder, dealer, or broker

Establishes detailed standards for professional breeders including minimum enclosure sizes (increasing after December 31, 2026), solid or slatted flooring requirements, prohibition on stacked cages, and temperature requirements between 45-85 degrees Fahrenheit

Mandates veterinary care requirements for professional breeders including pre-breeding exams, annual health assessments, vaccination programs, and provisions for retiring breeding dogs that are no longer healthy enough to breed
