Amends the Charitable Trust Stabilization Act to add new eligibility requirements for organizations seeking grants under the Act

Limits grant eligibility to organizations with either a completely voluntary staff/board or the equivalent of no more than one full-time paid employee

Requires grant-eligible organizations to adopt a non-discrimination policy covering race, gender, sexual orientation, age, national origin, disability, family status, and religion

Maintains existing requirements that organizations must be 501(c)(3) tax-exempt nonprofits organized under Illinois law to provide charitable services and comply with the Charitable Trust Act
