Prohibits grants from restricting the amount of money that can be used to pay for fringe benefits (vacation, family leave, sick leave, military leave, employee insurance, pensions, and unemployment benefit plans)

Establishes a minimum administrative cost allowance of 20% of the grant award, preventing grants from setting lower administrative cost caps

Adds a statutory definition of "fringe benefits" to the Grant Accountability and Transparency Act, encompassing allowances and services provided by employers as compensation beyond regular salaries and wages

Amends the Grant Accountability and Transparency Act (30 ILCS 708) by adding new Section 135 titled "Contract limitations"
