Expands eligibility for Sheriff's Law Enforcement Employee (SLEP) pension status under the Illinois Municipal Retirement Fund (IMRF) to include paramedics, EMTs, EMT-Intermediates, and Advanced EMTs employed full-time by participating municipalities

Requires the municipality's governing authority to adopt an affirmative resolution approving SLEP status for these EMS employees before coverage applies

SLEP status only applies to employment occurring on or after the resolution's adoption, and the resolution is irrevocable once passed

Employees must not be eligible to participate in a downstate firefighter pension fund (Article 4) to qualify for this SLEP designation

Amends the State Mandates Act to exempt this requirement from state reimbursement to local governments
