IL HB1586

Amends the Illinois Personnel Code to require that administration of 14 specified federal programs be conducted by merit-based state employees subject to the Personnel Code, unless prohibited by federal law

Federal programs covered include SNAP (food stamps), Unemployment Insurance, Medicaid, Foster Care and Adoption Assistance, Aid to Families with Dependent Children, and programs for the aged, blind, and disabled

Also includes Occupational Safety and Health programs, Older Americans programs, disaster relief under the Stafford Act, and any state administration of the Social Security Act

Updates section references in the Personnel Code from "8b.17" to "8b.20" to accommodate the new provisions

Takes effect immediately upon becoming law
