Requires candidates for library trustee positions to possess a valid library card for the library they seek to govern

Amends Section 4-3.3 of the Illinois Local Library Act, which covers the Trustees Article

Maintains existing requirements that library trustee candidates must be residents of the incorporated town, village, or township and have nomination petitions signed by at least 25 legal voters

Applies to all library trustee nominations, including the first board of library trustees
