IL HB1592

Raises the competitive bidding threshold for Illinois public libraries from $25,000 to $35,000 for construction, remodeling, repairs, improvements, additions, equipment purchases, and library materials acquisition

Amends both the Illinois Local Library Act and the Public Library District Act of 1991 to apply the new threshold uniformly across library types

Contracts below $35,000 would no longer require libraries to advertise for bids and award to the lowest responsible bidder

Maintains existing exemptions from competitive bidding for professional services, utility contracts, data processing equipment, maintenance agreements with manufacturers, emergency expenditures (with 3/4 board approval), and single-source goods like books and periodicals

Takes effect immediately upon becoming law
