Increases base funding for alternative school programs from $30,000 to $100,000 per program when the state funding allocation reaches or exceeds $22,730,000 in a fiscal year

Changes the funding formula calculation from "best 3 months' average daily attendance" to "average student enrollment" for determining each region's or Chicago's share of funding

Maintains the existing formula that adds low-income student counts to the enrollment calculation, weighted by half the ratio of regional to statewide low-income students

Amends the Safe Schools Law provisions of the School Code governing alternative school program funding

Takes effect immediately upon becoming law
