Creates the Illinois Appliance Standards Act directing the Illinois Environmental Protection Agency to adopt minimum efficiency standards by December 31, 2025 for 20 categories of covered products including computers, computer monitors, faucets, showerheads, urinals, water closets, gas fireplaces, portable electric spas, and commercial kitchen equipment

Establishes specific water flow limits: private lavatory faucets at 1.5 gallons per minute, residential kitchen faucets at 1.8 gallons per minute, public lavatory faucets at 0.5 gallons per minute, showerheads at 2.0 gallons per minute, and water closets at 1.28 gallons per flush

Requires manufacturers to test, certify, and label products as compliant before sale in Illinois, with the Agency authorized to coordinate certification programs with other states and federal agencies

Prohibits sale of non-compliant covered products 180 days after standards adoption, and prohibits installation for compensation one year after the sales prohibition takes effect

Establishes enforcement penalties starting with a warning, then up to $100 per violation for second offenses and up to $500 per violation for subsequent offenses, with each product sold constituting a separate violation
