Defines "vehicle security circumvention device" as any device capable of obtaining, intercepting, or processing information from a motor vehicle keyless entry system to allow unauthorized entry or starting of a vehicle

Creates a Class C misdemeanor for possessing a vehicle security circumvention device unless the person is a mechanic, licensed vehicle dealer, licensed locksmith, repossession agent, or law enforcement officer

Makes it a petty offense to knowingly sell or transfer a vehicle security circumvention device with knowledge it will be used to commit a violation of law

Requires sellers of vehicle security circumvention devices to conduct criminal background checks on buyers and prohibits completing sales to buyers with felony convictions

Maintains existing Class 4 felony penalties for possession of burglary tools when there is intent to enter a motor vehicle to commit a felony or theft
