Defines "relay box" as a device designed to capture signals from a vehicle's key fob to unlock and start the vehicle without possessing the actual key

Prohibits possession of relay boxes in Illinois except for authorized individuals: mechanics, licensed new/used vehicle dealers, licensed locksmiths, repossession agents, and state or local law enforcement officers

Violation of the relay box possession restriction constitutes a Class A misdemeanor

Amends the Illinois Vehicle Code by adding Section 12-614

Takes effect immediately upon becoming law
