Amends the Department of Innovation and Technology Act to change terminology from "client agency" and "transferring agency" to "transferred agency" and "State agency" throughout the statute, clarifying the Department's authority over agencies under the Governor's jurisdiction

Shifts the Department's role regarding non-transferred State agencies, constitutional offices, and local governments from mandatory coordination to permissive assistance "when requested and when in the best interest of the State"

Requires municipalities with populations of 35,000 or greater and all counties to designate a local official or employee as the primary point of contact for cybersecurity issues and report that designee's information to the Statewide Chief Information Security Officer

Removes the mandatory requirement for the Department of Innovation and Technology and Secretary of State to adopt administrative rules within 6 months regarding electronic records, instead making rule adoption permissive

Repeals Section 1-75 of the Department of Innovation and Technology Act and updates the Illinois Information Security Improvement Act to align "State agency" definitions with the broader statutory changes
