Amends the Uniform Electronic Transactions Act to give individual governmental agencies authority to determine their own specifications for electronic records and signatures, rather than requiring centralized rulemaking by the Department of Innovation and Technology and Secretary of State

Removes the previous 6-month deadline for adopting administrative rules governing electronic records and signatures

Allows the Secretary of State and Department of Innovation and Technology to adopt optional rules setting minimum requirements for electronic records, but limits each agency's rules to their own jurisdiction (Secretary of State rules apply only to that office; DoIT rules apply only to client agencies)

Requires governmental agencies to give "due consideration to security" when specifying formats, electronic signature types, control processes, and other attributes for electronic records
