Amends the Illinois Identification Card Act to require (rather than permit) the Secretary of State to establish rules for issuing Illinois Person with a Disability Identification Cards without photographs for applicants with bona fide religious objections to being photographed or displaying their photograph

The existing discretionary provision allowing photo-free standard Illinois Identification Cards for religious objectors remains unchanged

Makes technical corrections throughout the statute, including changing "two" to "2" and updating pronoun references
