Expands the definition of "firefighter" under the Illinois Municipal Code to include personnel employed by units of local government and Emergency Medical Services (EMS) Systems, in addition to those already covered (fire departments, fire protection districts, and State universities)

Broadens covered duties to explicitly include emergency medical technician (EMT), EMT-basic (EMT-B), EMT-intermediate (EMT-I), and advanced EMT (A-EMT) positions, alongside existing firefighter and paramedic duties

Applies the expanded definition to civil service hiring procedures for full-time fire department appointments, including examination requirements, eligibility registers, and preference point systems

Excludes part-time firefighters, auxiliary/reserve/voluntary firefighters, paid-on-call firefighters, civilian employees (clerks, dispatchers), and elected officials from the expanded definition

Amends four sections of the Illinois Municipal Code (10-1-7.1, 10-1-7.2, 10-2.1-6.3, and 10-2.1-6.4) governing both Civil Service Commission and Board of Fire and Police Commissioners hiring procedures
