Amends the Environmental Protection Act to require the Illinois EPA to establish an operator-in-training program for wastewater operators, allowing applicants without a high school diploma to work under the direct supervision of a certified wastewater operator

Amends the Public Water Supply Operations Act to create a parallel operator-in-training program for community water supply operators who lack a high school diploma or equivalent

Operators-in-training must demonstrate capability to perform duties safely, maintain equipment properly, pass required Agency examinations, and work under direct supervision of a certified operator

Community water supply operator-in-training applicants must also submit evidence of good character, with violations of terrorism, environmental protection, or catastrophe-related criminal statutes considered evidence of poor character

Authorizes the Illinois EPA to adopt rules to implement both operator-in-training programs
