Authorizes Executive Inspectors General to issue public statements after concluding investigations when recommending systemic or procedural changes, or when finding reasonable cause of a violation but determining a formal complaint should not be filed with the Executive Ethics Commission

Public statements may summarize the nature of allegations, specific violations found or systemic issues identified, and recommendations for discipline or corrective measures, but cannot disclose names of individuals who were investigation subjects

Requires the Executive Inspector General to share proposed public statements with affected agency heads and ultimate jurisdictional authorities before release

Affected agencies receive 10 business days to respond to proposed public statements, and their responses must be included with the public statement when issued

Takes effect immediately upon becoming law
