Requires all Illinois school boards to implement a mobile panic alert system called "Alyssa's Alert" by July 1, 2026, capable of connecting emergency services technologies for real-time coordination between law enforcement and first responders

The system must integrate with local public-safety answering-point infrastructure to transmit 9-1-1 calls and mobile activations during school security emergencies

School boards that already have a compliant mobile panic alert system in place as of July 1, 2025 are exempt from procuring new capabilities

State Board of Education must conduct market research by December 1, 2025, in consultation with the Illinois Emergency Management Agency, to identify available vendors for the required system

If no existing competitively procured source of supply exists, the State Board must issue a competitive solicitation by January 1, 2026
